A soaker hose is not a drip line with holes and it is not a sprinkler. Its wall is porous along the entire length: under low water pressure, water weeps out through thousands of tiny pores in the PE-rubber rather than shooting out of nozzles. That is why you see the hose "sweat" beads of water all over its surface when the tap is on.

Because the water exits slowly at the soil surface, it soaks straight down into the root zone instead of misting into the air.
